2010-2025
Malcolm co-founded and led INCA, establishing it as the UK’s leading Altnet representative body. Key achievements include securing Altnet access to BDUK broadband contracts, producing the influential Gigabit Britain report that shaped government fibre policy, and raising funds for INCA’s contribution to Ofcom’s 2026–2031 Telecoms Access Review.
Mobile Notspots
2025
Support for a rural project working with Cybermoor and Wave Mobile to deliver highly cost-effective small cell solutions for mobile notspots in the Lake District of northern England.
BetterFibre
2025
Project management for the development of a new website supported by INCA and ThinkBroadband to help consumers more easily identify Altnet services. Scheduled for launch in Q1 2026.

Malvio is led by Malcolm Corbett and Dr Viorica Chelban.
Malcolm is a leading expert in UK fibre broadband services having founded and led INCA.coop, the Independent Networks Co-operative Association, representing altnets from 2010 to 2024.
Viorica is a neurologist and neuroscientist at the National Institute of Neurology, UCL. She specialises in rare neurological conditions, including Multiple Systems Atrophy, and neuro-genetics.
